YouTube app gets refreshed for Android, Eclair users need not apply

In case you didn't already figure this out from the Gmail or Maps apps, Google's definitely getting into this whole separate-the-apps-from-the-platform thing -- and the latest to join the party is Android's in-built YouTube player. The updated version has been live for a few days in the Market now, though only Android 2.2 devices are getting in on the fun; the Android 2.1 riffraff is getting left out in the cold this time around, which notably means the lion's share of Galaxy S users aren't able to benefit just yet. That said, the new version seems like a nice boost with the addition of a portrait viewing mode, perfect for those times when you're too lazy to rotate your phone 90 degrees counter-clockwise (trust us, we've been there).

That's the latest report, courtesy of the New York Post , on the change Steve Ballmer and company intend to drop to make sure that every living and breathing creature in the US knows about the controller-free controller this holiday season.

First batch of Windows Phone 7 applications may include Yelp and YouTube

Microsoft's Windows Phone 7 was missing a critical feature -- web video -- when we previewed it late last month, but it appears the platform may have at least a YouTube solution before all is said and done. A former Microsoft program manager with access to the Windows Phone 7 Marketplace tweeted the above picture earlier this week, which shows that there are at least placeholders for a variety of games and productivity tools as well as Yelp and YouTube -- the latter of which is listed as a "Music Hub Add-On." We tried to access the catalog ourselves from our test units and didn't see any new apps or updates, but it's possible this particular branch is restricted to Microsoft partner developers for the time being; we'd hate to think Microsoft was actively blocking our Keyboard Cat fix.

Library of Congress adds DMCA exception for jailbreaking or rooting your phone

This is a wild one, and we're still parsing through the announcement, but on the surface it looks like the Library of Congress has added new anti-circumvention exceptions to the DMCA that, among other things, allow people to tweak their handsets for the purpose of installing legally obtained software -- known as jailbreaking in iOS land, and rooting in the Android / webOS world. Check out the full statement from the Librarian of Congress, which is mostly an update of existing exceptions on record, after the break, but here's the primary excerpt: Computer programs that enable wireless telephone handsets to execute software applications, where circumvention is accomplished for the sole purpose of enabling interoperability of such applications, when they have been lawfully obtained, with computer programs on the telephone handset. Now, before all you EFFers go all totally wild (although it's undoubtedly a win for the EFF line of thinking on this issue), you should know that this in no way requires Apple to jailbreak your phone for you, or lay down its arms in this ongoing fight.

We could hear the echoing howls of discontent over the weekend as thousands finally received their very own iPad 3G and learned they couldn't watch Dancing With the Stars whilst on the go. Now we have the details on why, exactly, and the repercussions. As it turns out, it's simply a carry-over of an iPhone OS HTTP Live Streaming rule that states quite clearly: You must include a low quality stream of no more than 64 Kbps for your app to resort to when network conditions demand it, along with the higher quality streams you want to deliver to your customers when the network can support it
