FCC releases full net neutrality rules

Here’s a fine Christmas Eve present from Uncle Sam: the FCC has just released the full text of the net neutrality rules it passed earlier this week by a hotly-debated 3-2 vote. The rules are basically what we expected: the three basic rules require ISPs to be transparent about their network management practices, and further forbid them from blocking any lawful application or service or discriminating against different types of traffic. The biggest tweak comes in the language around paid prioritization, which would let some companies pay for selectively faster access to an ISP’s customers — the FCC is pretty clear that such arrangements will be heavily scrutinized and probably won’t pass muster. And then, of course, there’s wireless, which is subject only to the transparency and no-blocking rules; the FCC decided to take “measured steps” with mobile because it believes that is still too new and fluid. We’ll have a full breakdown later today, but hit the source and check out the full rules yourself — you’re going to be hearing a lot about them over the next few weeks.
[Thanks, Phil]

I want to install Android on my iPod Touch 3rd gen. I heard it will not work but I want to really know. All the files I found are for Mac or Linux. I do have a partitioned hackintosh on my computer and am willing to use that. Is it possible to install Android on a 3rd gen iPod Touch with a computer running Windows 7?
I’m planning to buy a smartphone – HTC Desire or SAMSUNG Galaxy S with Android 2.2. However I heard there is a new version of Android that will released later this year to the marked (version 3.0).
If I buy a phone now, is it possible to upgrade the OS later? Or is it suggested that I wait for sometime.
Thanks in advance for your suggestions.

AdMob CEO responds to Apple’s new advertising rules: ‘not in the best interests of users or developers’ (update: Greystripe responds)
We had a pretty good idea what Google and its AdMob division would think of Apple's new rules on outside advertising companies collecting analytics, but AdMob CEO Omar Hamoui has now spelled it out himself. In a post on the company's blog today, Hamoui says flat out that if the changes are enforced as written, they would "prohibit app developers from using AdMob and Google's advertising solutions on the iPhone." That, he says, would "not in the best interests of users or developers," noting that "in the history of technology and innovation, it's clear that competition delivers the best outcome," and that "artificial barriers to competition hurt users and developers and, in the long run, stall technological progress." As for what Google and AdMob are going to do about it, Hamoui would only say that they're going to be "speaking to Apple to express our concerns about the impact of these terms." We've also reached out to Greystripe for comment -- which would also seem to be affected by the new rules -- but have yet to hear back.
