Verizon sends $25 million settlement to FCC, credits customers $52.8 million for wrongful data fees
Did we say Verizon would dole out $90 million in credits? It seems we spoke too soon, because the US Government is taking its cut of the carrier's apology after charging for data that customers didn't actually use. Verizon says it's settled with the FCC for $25 million and will cut a check to the US Treasury, and put the remaining $52.8 million towards the bills of 15 million affected customers in the form of $2 to $6 credits each

RIM reportedly working with India to avoid BlackBerry ban
There were reports as late as this morning that RIM was remaining "defiant" over the looming (and recurring ) BlackBerry ban in India and not willing to cut any "special deals," but it looks like that may not be the case after all -- Reuters is reporting that RIM has assured India that it will provide a " technical solution" sometime next week. That's presumably similar to the arrangement RIM recently worked out with Saudi Arabia, but India still isn't making any final decisions just yet, with a government source simply saying that its " technical team will evaluate if it works." Somewhat curiously, the source also mentioned that India had "concerns" about Gmail and Skype, but didn't offer any further details. For its part, RIM has issued a customer update that outlines the four main principles that govern the capabilities it provides to carriers for "lawful access purposes." AdMob CEO says Apple isn’t enforcing mobile advertising restrictions
They prompted some some public outcry from competitors and a preliminary antitrust investigation from the US government, but it looks like Apple isn't even enforcing those new rules on outside ad networks -- at least not yet. That's according to none other than AdMob CEO Omar Hamoui himself, who said at the MobileBeat conference this week that "they haven't been enforcing" the new regulations yet, and that he's "very appreciative of that." If enforced, those regulations would prevent companies like AdMob from collecting some analytic data on ads placed in iOS applications -- data that Apple itself could collect with its iAd platform. Of course, it's not clear when or if Apple will start enforcing the rules, but Hamoui seems to be content with the current situation, and even went out of his way to praise Apple's own advertising efforts, saying that "anybody getting advertisers interested in mobile is a good thing.

AT&T seals deal on Verizon’s divested Alltel markets
It took a good, long while, but AT&T has finally closed on its acquisition of the markets Verizon was required to divest in order to get the government to agree to its purchase of Alltel early last year. For most customers, the move has no practical impact -- the markets are mostly rural -- but for affected folks, it means that they'll be able to "select a device comparable to their existing device at no additional cost" as markets get upgraded over the course of the next 12 months. Interestingly, all of the markets will be getting the 3G treatment, a sharp departure from AT&T's typical strategy of keeping unpopulated areas on EDGE -- but it probably makes sense to get them up and running on 3G since the network's got to be built up from scratch anyhow

Spectrum cash-out option might still be on the table for FCC, broadcasters
Silly us for thinking this issue had been drawing to a close ! Indeed, rumors are swirling again that the FCC is looking into the concept of getting television broadcasters to trade in some spectrum in support of the nation's universal broadband initiatives -- initiatives for which significant additional airspace is likely needed , and for which the Commission is expected to file its master plan to Congress next month. The latest information from BusinessWeek says that companies might be offered the opportunity to share in the monetary spoils of any auction that would come out of reclaimed spectrum, a privilege usually reserved for the government's coffers alone. It's unclear whether the move would be voluntary, "voluntary," or compulsory, but any strong-arm move on the part of the Fed is likely to get some hellish pushback from the nation's broadcasters -- they cherish their spectrum as much as they ever have and many feel as though they're finally on the cusp of capitalizing on the promise of mobile TV
