European carriers want content companies and smartphone makers to pay network usage fees
How do you start a net neutrality debate without ever saying "net neutrality?" If you're a European wireless carrier like France Telecom, Telecom Italia, Telefonica, or Vodafone, you do it by just getting straight to the point: you say companies like Google, Apple, and Facebook need to start paying for continued network access because their devices and services use too much bandwidth. Yep, that's a straight-up network neutrality issue, but the carriers are framing it like it's an accounting problem -- and they're not being shy about wanting more cash to even out the books as they invest in next-gen networks.

Palm gets official with webOS 2.0 and Pre 2: hitting France on Friday, Verizon ‘in the coming months’
And just like that, the rumor mill smirks. Wizup emerges from Windows Phone 7 developer challenge: think Shazam, but for ads
It's not a brand new concept or anything , but rather than forcing mobile users to scan QR codes in order to access more information about a given product or advertisement, Wizup is able to recognize far more esoteric items. Created as a part of the Windows Phone 7 developer challenge, this piece of software is able to listen to radio stations (at least in France), understand images from magazines and even recognize TV channels. Simply snap a picture or let it listen in (much like Shazam for song titles), and it then delivers all sorts of germane content to the mobile's screen

LG’s Application Store launches in places you don’t live for devices you don’t care about
LG's official Application Store -- not to be confused with an App Store , App World , or App Catalog -- just went beta is 23 countries with the aim of serving up 4,000 apps to 33 countries (including the UK, Germany, France, Italy, and Spain) by the end of the year. Sorry US netizens, you're seemingly out of luck for 2010. It launches with significantly less than 4,000 apps today (about 3,000) targeting LG feature and smartphones in countries that you, dear reader, likely don't care about.
