<p>Look, we&#8217;ll be honest: the idea of an <a href="http://mobile.engadget.com/tag/X10mini/">X10 mini</a> running dumbphone software never really appealed to us from the start, so the news that it&#8217;s apparently been delayed into 2011 doesn&#8217;t elicit much of a reaction from anyone here at Engadget HQ. The Walkman-branded <a href="http://mobile.engadget.com/tag/Yendo/">Yendo</a> is currently targeting February to be specific, which would put it well past <a href="http://mobile.engadget.com/tag/CES/">CES</a> and pit it against what is likely to be a strong lineup of announcements at <a href="http://mobile.engadget.com/tag/MobileWorldCongress/">Mobile World Congress</a> in the middle of the month, so we&#8217;re thinking there isn&#8217;t much retail traction in its future. And hey, in this cutesy, diminutive form factor, the keyboard-equipped <a href="http://mobile.engadget.com/tag/X10minipro/">X10 mini pro</a> is where it&#8217;s at anyway.

The observant among you will already be leaping out of their seats to point out that the <a href="http://www.engadget.com/2010/11/30/microsoft-reiterates-copy-and-paste-is-windows-phone-7s-first-u/">first WP7 update</a> hasn&#8217;t even been delivered yet, but it seems like Microsoft&#8217;s calendar stretches beyond the next month and the company&#8217;s already churning away on enhancing and improving its rebooted mobile OS. Such is the scuttlebutt coming out of <em>WinRumors</em>, and it&#8217;s kind of hard to argue with the postulation that Steve Ballmer wouldn&#8217;t be keynoting MWC in 2011 without something significant to announce. Word is that users will be getting added customization options for their phones, while developers will gain an extra few API hooks and controls that will ideally lead to more sophisticated apps in WP7&#8242;s future. Sounds good to us, now how about some landscape love, Microsoft?</p>

			<content:encoded><![CDATA[<p><a href="http://www.engadget.com/2010/09/28/u-s-officials-push-for-broader-internet-wiretapping-regulations/"><img vspace="16" hspace="4" border="1" align="right" alt="" src="http://www.blogcdn.com/www.engadget.com/media/2010/09/nsa-controlroom-09-28-2010.jpg" /></a>The NSA may have its ominously named <a href="http://www.engadget.com/2010/07/08/perfect-citizen-confidential-nsa-surveillance-program-revealed/">Perfect Citizen</a> program to guard against potential cyber attacks, but it looks like the U.S. government still isn&#8217;t quite satisfied with its surveillance capabilities in the age of the internet. As the <em>New York Times </em>reports, federal officials are now pushing for some expanding wiretapping regulations that would require <em>any</em> communications service &#8212; including everything from encrypted BlackBerry messages to Skype to social networking sites &#8212; to be &#8220;technically capable of complying if served with a wiretap order.&#8221; That, officials say, is necessary because their current wiretapping abilities are effectively &#8220;going dark&#8221; as communications move increasingly online. While complete details are obviously a bit light, the officials do apparently have a few ideas about how such a radical change might be possible, including a regulation that foreign-based companies that do business in the US be required to install a domestic office capable of performing intercepts, and a flat out requirement that &#8220;developers of software that enables peer-to-peer communication must redesign their service to allow interception.&#8221; Of course, the specifics could still change, but the Obama administration is apparently intent on getting a bill of some sort submitted to Congress next year.</p>

<p>Now we don&#8217;t have much more to go on here than some analyst chatter and a lengthy article from <em>TechCrunch</em>, but if you believe what you read, a major player has just dropped Windows Phone 7 devices from its roadmap. <strike>And that player is Dell</strike>. According to Jonathan Goldberg, an telecom analyst at Deutsche Bank, the only remaining partners currently working on Windows Phone 7 handsets are HTC, Samsung, and LG. If this is true (and that&#8217;s a big if), that means that the seriously <a href="http://www.engadget.com/2010/04/21/dell-lightning-the-ultimate-windows-phone-7-device-leaks-out/">awesome looking Dell Lightning</a> that we spied in leaks recently will never see the light of day &#8212; as a WP7 device, at least. </p>
<p>We already knew that HP was out of the game (instead <a href="http://www.engadget.com/2010/07/24/hp-not-making-windows-phone-7-devices-focusing-on-webos-instead/">focusing on webOS phones</a>), but the casual suggestion that Dell has made for the door here is somewhat suspect. The company itself hasn&#8217;t made any statements (we&#8217;ve reached out but have yet to hear back), and while Dell has certainly concentrated a lot of effort on Android devices recently, its partnership with Microsoft is long-standing (despite dabbling in the world of open source). If the story turns out to be true, it could spell mixed (if not outright bad) tidings for the Windows Phone 7 launch, which Goldberg alleges may cost Microsoft upwards of half a billion dollars &#8212; no small fee. Losing two of the biggest computer-makers in the world can&#8217;t feel very good when you&#8217;re trying to fight your way back to relevancy, but at least on the bright side, neither HP nor Dell have a track record of making anything other than <a href="http://www.engadget.com/2009/07/24/hp-ipaq-k3-obsidian-lives-it-up-in-the-wild-sneaks-in-a-stylus/">heroically</a> <a href="http://www.engadget.com/2010/03/29/exclusive-dell-aero-hands-on-and-ui-walkthrough-video/">mediocre</a> handsets. Take this all with a grain of salt right now, however, as the author of the <em>TechCrunch</em> article provides no source for the statements from Goldberg, and&#8230; well, he&#8217;s an analyst, and they&#8217;re prone to making up all kinds of crazy things. We&#8217;re investigating, and will let you know as soon as we have more info.</p>
<p><strong>Update:</strong> We&#8217;ve been pinged back by Dell&#8217;s Matt Parretta, and he was 100 percent clear that Dell was most certainly still part of the Windows Phone 7 game. In the company&#8217;s words:<br />

<div>Any reports, or speculation, that report Dell will not support Windows Phone 7 are false&#8230; Microsoft announced Dell as a supporting partner at this year&#8217;s Mobile World Congress and nothing&#8217;s changed. We are excited to collaborate with Microsoft on Windows Phone 7, and are looking forward to bringing customers amazing mobile experiences.</div>

<p>Furthermore, the analyst in question here (Jonathan Goldberg) has also reached out to us to clarify his statements, saying that he believes Dell is still a partner on Windows Phone 7, just not a launch partner. The Galaxy Beam (codename: <a href="http://www.engadget.com/2010/02/14/samsung-i8520-halo-with-3-7-inch-super-amoled/">Halo</a>) with its 3.7-inch Super AMOLED display is now slated to hit Singapore in July. That means that the European and broader launch across Asia should be just around the corner if Samsung&#8217;s <a href="http://www.engadget.com/2010/02/14/samsung-i8520-halo-with-3-7-inch-super-amoled/">claims from Feburary</a> hold true. At launch, the world&#8217;s first Android phone with a built-in DLP pico projector will be served version 2.1 of Google&#8217;s confectionary delight. Specwise, we&#8217;re talking 7.2Mbps HSPA data on 900/1900/2100MHz and quad-band GSM/EDGE, Bluetooth 3.0, 802.11n WiFi, an 8 megapixel autofocus camera with flash (front-facing VGA) and HD video recording, A-GPS, FM Radio, and an 1,800mAH battery. Memory is confusingly listed as &#8220;4Gb + 2Gb + 1Gb + 16Gb MoviNAND&#8221; made worse by no mention of microSD though it was definitely there when we went <a href="http://www.engadget.com/2010/02/15/samsung-beam-halo-hands-on/">hands-on with Beam</a> at Mobile World Congress. <p>Samsung&#8217;s world-beater &#8212; you know, that <a href="http://www.engadget.com/2010/02/14/samsung-wave-3-3-inch-super-amoled-bluetooth-3-0-bada-but-no/">Wave S8500</a> that debuted back at Mobile World Congress &#8212; was revealed without one of the most vital statistics, but that&#8217;s being remedied today courtesy of a product listing over at Amazon&#8217;s German portal. The <a href="http://www.engadget.com/tag/Bada/">Bada</a>-equipped device, complete with a Super AMOLED display that&#8217;s supposedly viewable in broad daylight, has found a &euro;429 MSRP across the pond, which equates to around $579 using today&#8217;s highly volatile exchange rates. Granted, that&#8217;s a contract-free (read: unsubsidized) price, but we&#8217;re still going to hold out for a late-night session with the new OS before pinging our importer. Plus, those funky European AC adapters do nothing at all for us. Sorry.</p>
<p><strong>Update</strong>: Looks like some other German outlets have it priced <a href="http://geizhals.at/deutschland/a509028.html">even lower</a>. Huzzah!

We&#8217;d already heard some whispers to that effect, but now it&#8217;s been confirmed by <em>ZDNet</em>&#8216;s Mary Jo Foley, who got some answers about the stripped-down mobile OS directly from Redmond. It&#8217;s obviously designed to be a cheaper alternative for developing and emerging markets, much like Windows 7 Starter on the desktop, and it&#8217;ll come in versions with and without Office Mobile preloaded when it ships on devices later this year. (Office 2010 will be included when it&#8217;s officially released.) Here&#8217;s the odd thing, though: when asked which features of 6.5 have been stripped to create Starter, MS replied with a list of radio support that conspicuously omits HSDPA 3G, but includes EV-DO. Simple typo, or an attempt to force <a href="http://www.cellmobileguide.com" style=""   onmouseover="self.status='http://www.cellmobileguide.com';return true;" onmouseout="self.status=''">international</a> adoption of WinPho 7 in developed countries with 3G networks? We&#8217;ll do some digging and find out.</p>
<p>P.S.- Just to be clear here, it appears that the family will be Windows Phone 7 Series, and then potentially <em>two</em> WinMo 6.5 products: <a href="http://www.engadget.com/2010/02/17/windows-mobile-6-5-to-be-redubbed-windows-phone-classic/">Windows Phone Classic</a> and Windows Phone Starter Edition. Only Starter has actually been confirmed at this time, though, and we still don&#8217;t know exactly how Microsoft is going to organize all of this and sell it. We&#8217;ll keep you updated.

Over at Mobile World Congress this week, the company unveiled a new device that exploits the impending <a href="http://www.engadget.com/2010/02/17/rim-ceo-claims-we-are-staring-down-the-barrel-of-a-capacity-cru/">bandwidth crisis</a> that operators all over the globe are attempting to deal with. The all-new SIMPL is a palm-sized router that has just two Ethernet ports and could be doled out by carriers in order to provide a city-wide WiFi network that can be accessed by any WiFi-enabled phone, thereby easing the demand on its 3G network. Equipped with 802.11n, a faster CPU than the <a href="http://www.engadget.com/2009/04/05/fonera-2-0-on-sale-in-europe-april-21-us-in-may/">Fonera 2.0</a> and a shiny white shell, we&#8217;re told that an order has already been placed by an undisclosed customer for 400,000 of &#8216;em, though it&#8217;s unclear when these will be be made available to the general public and for how much.
